Announces Candidacy for Democratic Central Committee Bringing 37 Years of Federal Experience and Proven Leadership
Pamela Carter, a respected federal professional and longtime community advocate, today announced her candidacy for public office, offering more than 37 years of dedicated government service, professional level experience, and a deep commitment to the residents of Maryland.
Carter recently retired from the Federal Bureau of Investigation after 34 years of distinguished service in Washington, D.C. During her tenure, she supported high-level program operations, strategic initiatives, and oversight responsibilities aimed at strengthening accountability, improving operational effectiveness, and ensuring responsible stewardship of taxpayer resources.
She began her federal career at the Social Security Administration in Woodlawn, Maryland, where she spent three years delivering essential services to millions of Americans. In addition to her accomplished federal career, Carter has built a successful business in the private sector as a licensed real estate professional with Kemp and Associates Real Estate.
Through her work in housing and property development, she has helped families achieve homeownership and build generational wealth, gaining firsthand insight into the economic challenges facing working families and local communities.
A proud native of Baltimore, Carter earned a Bachelor of Science degree in Criminal Justice in 1991 and later earned a Master of Science degree in 2006, further strengthening her expertise in strategic planning, intelligence analysis, and public policy.
Carter's campaign will focus on defending democratic values, building an inclusive party, supporting responsible growth, promoting transparent, accountable governance, and delivering accountability and results.

I am running for the Democratic Central Committee because our community deserves bold, principle leadership that doesn't just talk about Democratic values, but fights for them. At a time when our rights, our rights, our institutions, and our neighbors are under constant pressure, we cannot afford complacency or politics as usual. I am committed to streghthening grassroots organizing, recruiting and supporting diverse, community-rooted candidates, and building a party that is transparent, accountable, and responsive to the people it serves. I will work to energize voters, expand outreach into every neighborhood, and ensure that working families, young people, and underrepresented voices have real power at the table. Together, we can build a Democratic Party that not only wins elections but leads with courage and deleivers meaningful change.

In a time when fundamental rights and democratic norms face ongoing challenges, we need leadership that is unwavering and proactive. I am running to ensure our party stands firmly for equity, justice, voting rights, and opportunity for all. The Democratic Central Committee must be a strong voice that defends our shared values and mobilizes quickly when those values are threatened.

As a retired federal government employee, I bring decades of experience translating complex data into actionable solutions that serve communities and strengthen public policy. Throughout my career, I have worked at the intersection of policy, budgeting, analysis, and governance, learning firsthand how effective decision-making impacts everyday lives. I understand how local government works, how to analyze proposals critically, and how to advocate for policies that promote equity, transparency, and accountability. As a candidate for the Democratic Central Committee, I will leverage this experience to ensure our party’s decisions are informed, strategic, and responsive to the needs of all residents, helping to build a stronger, more inclusive community from the ground up.

As a real estate professional, I bring to the Democratic Central Committee real-world experience at the heart of our community’s most pressing issues housing affordability, neighborhood stability, economic opportunity, and responsible development. Every day, I work directly with families, renters, first-time buyers, and longtime residents navigating complex financial and housing decisions. I see firsthand how policy impacts working people, from property taxes and zoning to access to credit and fair housing protections. My career has required strong negotiation skills, ethical leadership, data-driven decision-making, and deep community relationships, the same qualities needed to strengthen our local Democratic Party. I am committed to using my housing expertise and grassroots connections to advocate for equitable growth, expand opportunity, and ensure our party remains responsive to the real concerns of the people we serve.
